使用SDK Manager.exe安装Android开发环境的时候会遇到：

Fetching https://dl-ssl.google.com/android/repository/addons_list-2.xml
Failed to fetch URL https://dl-ssl.google.com/android/repository/addons_list-2.xml, reason: Connection to https://dl-ssl.google.com refused
Fetched Add-ons List successfully
Fetching URL: https://dl-ssl.google.com/android/repository/repository-8.xml
Failed to fetch URL https://dl-ssl.google.com/android/repository/repository-8.xml, reason: HttpHostConnect Connection to https://dl-ssl.google.com refused

这个问题需要修改一下host文件：

方法如下：

用notepad打开C:\WINDOWS\system32\drivers\etc中的hosts文件
在最后一行添加74.125.237.1 dl-ssl.google.com
成功解决问题。
如果仍然是refused,在cmd打开的dos窗口，执行命令ping dl-ssl.google.com，如果ping不通，则使用ping –t dl-ssl.google.com，等到可以ping通了再安装

74.125.237.1 dl-ssl.google.com的来源：

C:\Users\test>ping dl-ssl.google.com

正在 Ping dl-ssl.google.com [74.125.237.1] 具有 32 字节的数据:
